Abstract

This document will give you information about the technological assistance gave by Pearl Solutions to Punjab Forensic Science Agency (PFSA) by using the PearlERP. We made some customized PearlERP modules for PFSA to meet their needs and will be discussed later. This document will include identifying the key challenges, conducting gap analysis followed by the system development phase, and then completing this document with the implementation phase with outcomes of this project.

Introduction of PFSA

The Punjab Forensic Science Agency (PFSA) is an agency under the Home Department, of the provincial Government of Punjab of Pakistan. It provides forensic science services primarily to law enforcement in the Province. The Punjab Forensic Science Agency act was passed by the Punjab Assembly on 4 October 2007, assented to by the Governor of Punjab on 29 October 2007, and was published in the Punjab Gazette (Extraordinary), dated 30 October 2007.


Key Challenges

Punjab Forensic Science Agency (PFSA) needs no introduction because of its importance and working in Punjab. The key challenges that led PFSA to Pearl Solutions were as follow:-

  • Trusted local vendor for technological assistance due to the sensitivity of this agency.
  • Matured product with a good history of providing services to Government organizations because government organizations have more complexity at each level.
  • The customized payroll management system that can handle the complexity of employees' financial work and issues.
  • Automatic integration of accounts with the account general system of Accountant General of Punjab.
  • Proper tracking of their inventory because most of the inventory is imported and very costly.


Gap Analysis

To know the current situation of the system of PFSA, we started our formal proceedings to conduct a gap analysis, for this purpose we followed the following means:-

  • Interviews were conducted at the top level and middle-level managers to know what they exactly wanted in the ERP system.
  • Interviews of IT staff were also conducted to determine their level of handling ERP system.


System Development

Following modules were made to meet the requirements of the client:-

  • Customized payroll management module
  • Customized integrations of Chart of accounts
  • Inventory system module


Implementation

After developing the system according to the need of the client, we moved towards the implementation phase. The implementation phase is discussed below in detail:-

  • A customized payroll module was made, but now became the tricky part of implementing it. The reason for this tricky part is Government organizations have complex payroll systems depending on the different allowances, deductions, promotions, increasing and decreasing of salaries on different rules, calculating the salaries after promotion according to the basic pay of different grades, etc. So keeping these conditions in mind, our experts develop the system and then implement it with the proper dedication to make the system error-free. This task was a tough one and PFSA officials appreciated it.
  • Now comes the second interesting point, the whole accounts of PFSA needed to be integrated with the Account general system of Accountant General of Punjab (AGP) which audit all accounts. But the challenge was AGP was using SAP (ERP system) and now integrated it with other ERP systems was a cumbersome task, but here again, our staff showed their talent and skills by madding the task possible which made our Client satisfied with our competitiveness.
  • The inventory system was also implemented for proper management of inventory and their tracking to minimize the misuse of inventory.


Outcomes

After the long and interesting implementation phase, PFSA was a happy customer of Pearl Solutions and stay connected with Pearl Solutions for support and maintenance. We are still in contact with each other and sharing our working experience as our success story clearly shows that PFSA loved working with us.
